In 1965, Melio joined the Faculty of Engineering, Mathematics and Physical Sciences at the Central University of Ecuador, where he graduated from Civil Engineering in 1971. In 1972, he obtained a scholarship from the French government to study at the National School of Computer Science and Applied Mathematics of Grenoble (ENSIGMAG) where he became a Specialty Engineer in Scientific Computing and completed a minor in Operations Research. In 1974, Melio obtained the degree of Master in Fluid Mechanics and in 1978 the title of Ph. D in the same field (IMAG).
In 1979, he was incorporated as a professor of the National Polytechnic School of Ecuador and in 1982 he was invited as a professor of Mathematical Models in Environmental Engineering at Vanderbilt University. Between 1981 and 1984 he was part of the Steering Committee of OPEC. Several Ecuadorian and Latin American universities have invited him to teach courses relating to mathematical modeling of fluid mechanics, general systems theory, decision theory and planning. In 1995 he created, along with Prof. Claude Carasso, the Latin American Center for Scientific Computing and Industrial Informatics (CLACSII).
Nowadays, Melio is part of the technology transfer team of Petroecuador www.petroecuador.com.ec and has been invited as Editor in Chief of the American Journal of Fluid Dynamics www.sapub.org/journal/aimsandscope.aspx?journalid=1090 and American Journal of Systems Science
